Begin by recovering the Beacon prototype by claiming the initial two bases, then activate three Absorption units to repair the First Power Network. This will let your agent deploy the Power Station Beacon in the Freak Lair to clear it of enemies.
Go and take over the Cell Tactical Location at the Funland Carnival. Satisfy the kill quota until a support chopper comes to finish the takeover (with the allied soldiers doing the fast-rope). Save (and quit) your game. Boot the game again, reloading that last save, and head back to the Funland Carnival.
One of the "Chuck’s Ducks" game stalls has Quacker Bombs. To keep them for future use, just go to a Agency dropsite with them in hand. Easy!
